Neither are the base. The bottle on the left (the coated bottle) is the gel polish which requires an LED lamp to cure. The bottle on the right (the translucent, see through bottle) is the lacquer which is traditional air dry nail polish. You use them separately, not together, ever. You need to purchase the Base and Top Gel separately to use the gel color to complete a 3-Step Gel System. Base gel, Gel Color, then Top Gel.
