Yes it is transparent to Windows. If you buy a pair you can convert copper LAN to fiber and then fiber back to Copper LAN format.

Can this device help to connect a voip dect handset through a lan port on a fttp connection in a router?

This is to convert fibre optics to cat5e/6. If you have FTTP which is normally terminated to a converter, you should not need this item.
