The 16.5" is for each one of the shelf's

Q: Why is there a limit of only one set to purchase?

I believe it’s because nobody wants to buy just one. I got two though. Bought one then another cos it’s perfect

Q: Is it possible to do without a drill?

Hmmm. Good question. I think if you are putting it against a stud, which you should, I would hammer a nail in first to make it a little easier to manually screw in the screws. Just might need some muscle! But technically speaking, I don’t see why not. I think a drill just makes it easier.

Q: Can you use comand strips or jeavy duty double sided tape to hamg shelves?

I would say no. They’re pretty heavy duty shelves. They come with screws to mount them into the wall
