It can't mean anything else really. **Q: why cant this be used for petrol? the description says it cant? So is what is it for then if not petrol?** A: It's designed to be used with petrol mixed with ethanol fuel. No point in using it with pure petrol but I use it with E10 to reduce impact on fuel pipes and metal fuel tank rusting.
