How do you clean this? I've tried everything!

I use the tray for the toaster, so for cleaning, just soapy water and a cloth. Comes up clean with no trouble.

Is the tray non slip underneath as well, or just the top part?

The tray is only non slip on top. Ideal for serving drinks or food. The bottom of the tray is smooth moulded plastic. I believe that if placed on a smooth surface it would slide if at an angle or subject to movement such as on a boat.
