Q: Silicone plug for drainage - where is this supposed to go? From the inside bottom or from the outside bottom?for succulents- do you keep hole open?

From the inside if you’re going to use it. Leave it open for succulents and water sparingly (large pot 1/2 to 2/3 cup every two weeks, small pot 1/4 to 1/3 cup every two weeks)

Q: Do you put soil directly in them or should you use a plastic container to plant and then place in the ceramic pot?

I have put soil directly in them and have had great success. No need for a plastic pot especially if you are planting succulents. Succulents don't want excess moisture and plastic of course retains moisture more than ceramic.

Q: With no saucer pan does this pot actually "drain"?

Yes it does. There is a hole in the bottom of each pot; there are silicon plugs you can use if you want to to seal the pots. I use the screen provided instead to keep the soil from leaking out while allowing any excess water to drain. I give the larger pot about half to 2/3 cup of water every two weeks and the smaller one 1/4 to 1/3 cup every two weeks - my plants are thriving and I have no water draining out.
