Does this phone work on AT&T?

NO. Not for Tracfone Wireless. Tracfone uses both AT&T and VERIZON for their service. This phone does not work. It must state that it is unlocked for CDMA. It isn't.

Does it work with spectrum wireless?

I believe it does not work with Spectrum. I personally have Visible Wireless. Everything worked fine, except mobile data. They could not get the phone to access the internet unless I was hooked up to wifi. It's a shame because I really liked the Oneplus 11.
