what would cause the stockings to fall down after being worn and washed a couple of times

They do tend to get looser every time you wash them. I guess this is to be expected since they are elastic. That being said, mine never fell down but they did get looser

How do I return the stockings?

can i use a garter to hold the stockings up

These stay up quite well by themselves as they are quite snug, but I don’t see why you couldn’t use a garter if that’s what you desire.
