Is this a water based coloring

I did some research and found that Wilton makes both oil-based and water-based colorings. Without contacting Wilton directly, I would be guessing if I said one way or the other. I added an entire container of black coloring to a tub of white frosting recently and it did not change the consistency (or flavor) at all.
