I'd say that in order to enjoy Scott Meyers' book you'll need at least to understand the basics of C++ (inheritance, OOP, templates, constness, references, etc.). If you've been working for at least one or two years with C++ you'll find this book very interesting, it's full of tips and useful suggestions to improve the quality of the programs you write.
