Yes. Best to apply lightly over one's hands and then pat down hair gently. One can also apply to several strands at once more thickly to style as desired and hold in place.

Is this good to use in hot weather?

I use it in all weathers. Best to put a small amount into the palm of your hand and very quickly apply to all fingertips and thumbs. Then use to define your layers and pull into the shape you want your dried hair to be. Quickly rub your palms together and run through rest of style to finish. It dries and becomes sticky on your hands very quickly. Imagine the consistency of pva drying, so be quick. It doesn't remain in your hair he following day or make it sticky.

I’ve never tried to spike hair so don’t know the answer. It definitely is NOT sticky though.
