We have all the testing for cold/hot temperatures. They are certified safe.

Yes. But the plug has to be put back into the port so it doesn’t drain the energy. As soon as it is unplugged it emits the energy. It works as a on/off switch

Can it be recharged when empty?

BATTARIX is a precharged battery card made to hold your charge. It is non rechargeable but has a 8 year shelf life so it will be ready when you need it.
