Does it come with the license plate bracket?

Hello sir, you can see that this package only contains two lights, so it won't come with license plate bracket. If you need license plate bracket, we recommend that you can buy the set with bracket and marker lights. Link: https://www.amazon.com/gp/product/B08C7XN4P8/ref=ask_ql_qh_dp_hza?th=1

is the wire 100% copper to just copper coated?

100% copper stranded wiring, no gimmicks.

Are the running lights supposed to get brighter when I press the brakes? I cannot see the brake lights if the running lights are on.

That sounds like a wiring issue. Could simply be a grounding issue. If the brakes and turn signals on your tow vehicle are separate bulbs then you will need a 3to2 trailer light converter installed on the tow vehicle to wire correctly. Then double check all wire colors and connections. You might be able to use your emergency flashers as a way to check your brake lights on the trailer but that assumes that the brake light system on the tow vehicle is working properly.
