I have a e-plus 20 inch wheel size unisex folding electric bike that need tire for the back weel. this tire can fit on 20 inch electric bike?

I can't answer directly, but maybe the following might help. Presuming your wheel really is 20inch diameter then on that score it should fit. BUT you also need to check the width of the rim. That is reflected by the smaller two digit number in the tire specification. In this case 40. This means the tire width will be 40mm. This doesn't mean the wheel rim has to be 40mm, in fact most wheel rims are narrower then the tire, sometimes quite a bit narrower. But both have to be within the same range. You would not normally fit a 40mm wide tire onto a narrow racing bike wheel rim for instance. If there is already a tire on the wheel see if you can find the 'width' number on the existing tire. If not then simply measure with a ruler the distance across the edges of the wheel rim. In addition, all tires come with some kind of tolerance, in other words they are not the exact size quoted, sometimes slightly bigger sometimes slightly smaller. I have tended to find Schwalbe tires to be towards the larger end making them easier to fit.

Which inner tubes should I buy with these tyres?

I have 700x35c tire do i need to replace the inner tube aswell?

It depends on the size range of your old tube, and the width of the new tyre your are thinking of buying (you didn't say). A 35 tyre could have been fitted with 28-38 tubes which won't fit a size 40 tyre, or 35-45 which would. Its a pain to take the old tube out just to check its size, so suggest that you buy a new inner tube that matches the tyre just in case, you can always keep it as a spare if your old one fits.

is there a 700-23C version here?

There is a 700 x 25C size. This should fit your wheel since I believe the rim can be plus or minus 10% variation on the quoted tyre width without any difficulty.
