Q: Will this work on a plastic tank with water in it?

Yes, not submerged. Either stick to side or bottom of the tank on the outside.

Q: Can I use this under my tank that sits on solid wood? I worry about it getting too hot and causing a fire

Maybe, it will depend on where you put your probe for the thermostat. If your probe is far enough away from the heat pad that you have to heat the air around the probe to get your thermostat to turn the heat pad off, then I wouldn't suggest it. Adversely, if your probe is touching the opposite side of your glass/pvc, etc. from the heat pad, " which is what I do" I've personally had no issues and no discoloration of the wood, which has happened to me in the past, when I was just using a rheostat and monitoring a thermometer occasionally.

Q: Can this be used for reain projects to heat it up from underneath the silicone mold so the air bubbles rise more easily?

Very low wattage, temperature control is very good. I use it in an insulated ice cream bag to keep 75° to make my kefir because my house is 64° all winter. Might work on a small project. Works excellent for wat I do

No, I don't believe so; but ours came folded, therefore we could not get it to adhere flatly to the bottom of the tank. They sent me another one, and it stayed on for almost a month. Then we found it on the floor underneath the tank! My son has a heat lamp hanging out over the tank. Bought a extender lamp holder. Good luck to you.
