It is a neon color, bright and very nice.

Is this mechanical or a pencil?

Not a pencil it's liquid eye liner it a normal bottle with the brush.

Can this be used on the waterline?

It comes off with water - plus it has a very strong chemical smell to it, so I wouldn’t recommend putting it on your water line 😊
