I have 2 sets of these, there is no markings on mine, so don’t know where they are made. But the ones I have are well made, and work fine. I did redo the points on my sets to suit what I needed, but that is my preference

It is spring loaded. Just unscrew the horizontal adjustment knob to the desired width. Other than that, there is no other locking mechanism.
