Will it work if head is broke off?

No you will need an easy out tool, this will require drilling and using the correct easy out tool.

Will it handle a 4.5-5.5mm rounded off bolt?

I believe it will. That’s pretty close to a 1/2”. Might have to lightly tap the extractor onto the bolt head for it to bite into the head.

Where is the product made?

there isn't a mark on the case saying where it is made but if you google TOPEC it may say there.

Is this Topec 32 pc extrwctor set any good. Do you get what you pay for. Should I get Rocket Socket instead. Can extractors handle multiple uses.

Yes I was was very pleased with the set it accomplished what I wanted them for I had oil pan 8mm bolts that were rusted and kept rounding off. Worked well.
