Q: Maximum weight capacity for kids to ride on?

I’m not sure about max weight, but my son is 5 and weighs 37lbs and it held up well. I was running through the airport and was able to pull him with no problems.

Q: Do the dimensions listed above include the wheels?

Yes. My daughter is 5 yo, 44lbs held and had a blast at the airport. Held well, and better than a stroller. It fit perfectly on the overhead bin on airplane and paid as carry on.
