What is the difference between this model, 8668, and the other one, 8604?

8604 was the old OKC # of the original knife before the Randall Adventure Team got involved with the knife and the knife got the new designation of RAT-7.

What steel is this knife made of? Description says either 1095 or 5160 how do you tell the difference?

It's 1095 high carbon steel. Ontario's Rd-6 model is in 5160. Also you can get Rat 7 special custom from Ontario directly in D-2 tool steel.

It says the handle is 5”. If I bought some handle scale blanks that were 5” to make my knife custom, would they fit?

Yes, my G10 scales from The Knife Connection are 4.9" at the longest point and 1.7" wide at the handguard. Hope this helps.

Is there a kidex sheath, that will fit this knife?
