are they true to size

Yes. I ordered both 7.5 and 8. I’m typically a 7.5, but sometimes go up to 8 in boots. These were too roomy in an 8. I have another Sorel that only came in whole sizes and again, 8 was too roomy.

The lining on one of these boots fell apart shortly after receiving it. Is there any way to get a replacement?

I've worn Sorels since growing up in high school in Minnesota in 60's. I own a pair now I've had for 43yrs and felt liners are still good. Contact Amazon-30 day return or exchange. If after 30days contact Sorel. Google Sorel for phone #. They're good company.

Why can't this one be shipped to my p.o.box?

I don't know unless the package is too large to fit into a P.O. Box.
