How loud is it? My dog is a bit sensitive to sound.

The fan is very quiet when the unit is running. You can hear it but it is very faint.

Is 3 wire cord the same as 3 prong extension cord?

Hello, I am not sure what 3 wired cord means. Our units require 3 prongs and our extension cords require the same thing.

Dose it shut off once it reaches the correct temperature and start up once it drops below the set temperature?

I do not believe it does this. I believe it stays at whatever temperature you set it on until you change it or unplug it. We only use it during the cold months and just unplug it during the summer.

Can android system use this bluetooth model? Can the app be downloaded?

yes, the app runs on android and can be downloaded to any smart device.

pretty small; not sure of quality yet

very tiny; not sure it will be effective beyond a teeny tiny space; not at all meant for even a largish space; no temp control, just low/med/high (high what? low what?); they say there's a fan but . . . uh . . . best thing about it is the wire on the cord so dogs won't chew it but who's running the cord on the floor? mine goes straight overhead anyway. No mounting screws included. At $50 I'd say it was okay, but at $150? leaves a LOT to be desired.
