Can it be used to clean a cold start valve?

I don’t see why not. It’s just acetone, it should be a good solvent for any mechanical cleaning.

Can this be used for throttle body?

The instructions on the can says not recommended for all fuel injection systems. Be safe and use throttle body cleaner. The problem is the possibility of damage to the fuel injectors.
