Is this true to size, does it have an elastic waist?

It fits my daughter who is 130cm tall ( but she’s slim) and yes it has an elasticated waist

How true is the sizing... Buying for a 135cm 8yo

Sizing is good. My daughter is really tall for her ages so I worry but it was fine.
