Does the plastic coating on the screw in pieces stay on?

I’m not sure about that because I found it useless… won’t stay in the ground because the rods are too short. I do not recommend this product

I'm having problems w/ clip. Got it open but how do I get it to stay shut on fabric?

In my case I only use the two small buttons that you press and they help the flag stay firm on both sides, no the clip.

What is the distance between the two prongs that are supposed to fit a base when not installed in the ground?

If i understand your question it's about 4-5 inches. It's a great stand flag holder. Very sturdy
