Q: I'm a little unclear from the description: does the dongle plug into the back of the TV and charge from a wall socket at the same time?

The dongle should be plugged into one of the HDMIs port of the TV (side or back). It should also be powered using its micro-USB port - I use one of USB ports of my TV, but you can also use wall socket, if you have USB power supply (there is no such in the box)

Q: Does this work without a wifi connection for phone mirroring?

Yes, it does. But If you want to watch online video, then need to go on browser and connect your wifi router.

Yes, it can mirror/ cast contents from your iphone and ipad to a hdmi TV/prjector, not just photos and videos.
