It fits both my .308 and 45-70 govt round so it should no problem

will it fit on a m1a with scope?

It fits my M1A with the heavy walnut stock perfectly. It stays in place and with the factory scope mount the line of sight, at least for me, lines up perfectly with a scope with 50mm objective lens.

Will this hold 45-70 shells

The 45-70 shells are VERY tight in it. I wouldn’t recommend it. I’m currently shopping for a different one because they get so tight that I have had to remove it from the rifle in order to pull the rounds free.
