Can this be used to analyze O2 in a scuba cylinder?

The detector reads up to 30% O2. If your cylinder contains compressed air, then YES. If it contains enriched O2 higher then 30%, then NO.

Does this measure carbon dioxide levels as ppm? I've read that 250-400ppm is outdoor air so how does this measure that?

It measures oxygen, not carbon dioxide.

Does this come with a charger or only a usb cable?

What will this meter display when Oxygen concentration rises above 30%? And can it be user calibrated?

If above 30% it just reads 30%. Yes, the user can calibrate it. It is very easy we have Youtube videos on how to do this. Thank you.
