Yup, They’re Rotor Bolts
There’s really not much to these. They’re a cap-head M5 bolt, 10mm long, with a T25 head and a glob of blue thread-lock. That’s it ... there’s no Rocket Science here. But it’s a real pain in the head — and elsewhere — when you can’t find one. Maybe you end up using a mixture of Torx and Allen head bolts, which isn’t annoying until you need to remove the disc. Better to buy a bag of these and toss it in the toolbox, because sooner or later you’ll need it.

Basic bicycle screws. Received promptly
They're basic bicycle T25 disc brake screws. I bought another set from my local bike shop before these arrived, so I won't get to physically try them for a very, long time. They appear uniform and have a semi permanent loc type coating as well.

It'll work.
Really annoying to order t25 heads and you get 4mm allen heads. You can use a t25 bit on it but I wouldn't risk it, luckily I had a 4mm allen to use and they threaded up the discs okay. Just wish it were T25 like it said.

beyond expectations
These are for my mountain bike disc brake. Great value at the price. What I wasn't expecting was that they already had the blue threadblocker on them. Aweomse.

Not a very rust/corrosion resistant form of stainless steel
I live in Minnesota and use my bike through winter so resistance to rust for components that aren't commonly/routinely greased is very important. I purchased these because they are "Stainless Steel" (which is a family of grades of steel and arguably a marketing term) and I didn't feel the need to spend more for something that was titanium because I'm not crazy about keeping my weight low. Unfortunately these stick firmly to magnets so they are at best are a form of stainless steel that isn't rust/corrosion resistant enough for me.I'm rating these somewhat low because I believe the buyer expectation when selecting a "stainless steel" bolt for this application is to get the maximum realistic rust/corrosion resistance. If these bolts didn't include "stainless" in the name or if the exact alloy used was specified in the description I wouldn't be rating them negatively.
