Dear Joseph, I am awfully sorry for my late reply. I was going over the manufacturer's product spec. and it seems yes it can but you have to use your fins and also depends where you are using it meaning in it will be easier to handle in sea/salt water. Best regards.

Does it come with thumb controller? Or how do you operate?

It only comes with the scooter…no controllers included
