Does this pack have pre drilled holes for the backrest and the bottom to mount to the quick detach? Thanks.

All holes are pre drilled no mounting bolts for the bottom, you can go to hardware store to get four bolts, washers, and lock nuts or order the 45.00 advanblack bottom steel plate.( the plate really does take flex out of tour pack.

Will this product fit a 2019 hd sgs mount, or would i have to buy a mount kit?

You can mount this on any HD bracket, you'll just need to line it up where you want it and drill new holes. I mounted it to a 2006 Road King bracket and it looks great; much better then the original designed tour pak. Be sure to get the metal plate that mounts inside, you need that for stability. good luck.
