Are the “pads” rubber like or just plastic? Not using them on wood so I need them to have grip so it doesn't slide off the pipe.

The bar itself doesn’t have good enough grooves so the clamps themselves don’t clamp down hard enough for it to actually matter but the pads are a soft plastic/hard rubber
