Does this come with wiring instructions for blower fans?

I need a 4-position switch for a DC project. Does this alter the current for the positions, or does it just send the current to the terminals?

Just sends the voltage to the terminal that is switched to. Current is dependent upon the load at the different terminals.

My current golf cart fan switch only has two wires for the previous 3 speed fan. Can this be wired for 3 speeds or will only one speed be its option?

I believe the switch you have is a rheostat switch, it can send different voltage to the fan to control the fan speed. This switch sends the same voltage to 3 different wires in the fan motor with a different winding which then controls the fan speed.
