Does this equate with 5,10,& 15 lb pressure of the old style prestige pressure cookers?

Not sure what you mean by 5,10 & 15 1b. I have used old Prestige cookers before and the Kuhn is the Rolla Royce of pressure cookers for me. Very powerful and needs much shorter times. Very safe and is to clean too.

Does this have a non-stick coating? the instruction booklet says it does while product description says nothing about non-stick coating.

It is stainless steel and does not have a ‘non-stick coat but….. it cleans so easily. Anything a bit stuck, drop of Fairy, boiling water and leave until water is cool. Works for me every time and mine is about 5/6 years old. I’ve also bought them for daughters and granddaughters. They are delighted.

How heavy is this coker, empty, with the lid please?

I didn't weigh it but it's very heavy, full solid steel even the walls of the pan

Is it safe to use boilable plastic bowls with lids,to steam sweet & savoury puddings on lowest setting (5lb old style)with this pressure cooker?

The simple answer is no: a pressure cooker cooks at high temperature by boiling at high pressure. The combination of higher pressure and temperature will distort the plastic. The food safe nature of the plastic at low temperature can become food unsafe ( affects taste and possibly toxicity) at higher temperature.
