The only input this product requires comes from the audio cables. So, it does not need its own power supply.

What would be the best amp to power one of these for a gaming chair?

The Dayton Audio Dta-120 would be a great amp to combine with this shaker. It is able to power the AuraSound to it's full potential, without overpowering it.

Is it possible to get this working on something that has a mostly metal frame?

If done properly, it should. Metal frames tend to be rather stiff but despite that, you should be able to feel vibrations through the metal frame. You'll probably lose some impact because of the metal frame but the AST-2B-4 is powerful enough for you to feel a noticeable amount of bass, especially when mounted to a flat surface.
