Q: My tap water out my fuacet is 7.4 will this cichild sand raise it higher?

Let the water sit with the Caribsea and filter running. If you also have lime rock you'll will need no baking soda. I always run my tanks for 1-2 weeks and PH ends up 7.97. Gravel will naturally raise the PH. I like tautar sauce with my fish, not baking soda. LOL

Q: It's wet and grey runnoff does that mean it has nutrients in it? If so will it settle or should I just rinse it thoroughly?

Do not rinse. Follow the directions on the bag. I put 2 bags (40lbs) in my 30gl low and the water was clear within 15 minutes of filling the tank.
