Q: Should all three lights bubble? Only the bottom two do?

They should all bubble. Check to make sure you have enough water in the reservoir!

Q: My fountain came with a little tray and rocks, but there is no mention anywhere about them and what they are for. Any ideas?

I put the rocks on the bottom of the fountain. I did not see a tray packed with my fountain.

Q: Can I put fire glass at the bottom or will it clog it?

There is not a screen over the drain site in the fountain so I would make sure your fire glass was not too small. You wouldn't want it to go in the drain as I am sure it would eventually plug up the drain.

Q: my fountain did not come with a power cord what do i do

did you check inside the unit? If there is no power supply ask Amazon to send you another one and return the first.
