I don't think this will widen the steel toe. I don't know if they make anything that will widen that part of a boot.

Q: which size stretcher do I order to work with woman's size 6.5. Would small give enough stretching in toe box?

it should wotk I have a large bump on my right foot at base of big toe they call it a bunion sticks out to inside by about an inch I could not find ccomfortable boots until I got this it worked very well for my needs good luck
