You can program from an app, but they only make these for tablets and computers. There are no programming apps for phones. LEGO has two tablet apps you will absolutely want: LEGO MINDSTORMS 3D Builder and LEGO MINDSTORMS Education EV3 Programmer. The first has instructions for building the robots; the second is the programming app. It works under pretty much the same interface as the computer program, although my students and I (I teach 5th grade) have had better luck with the computer platform. There are a couple of apps that are designed for your phone/tablet. The LEGO MINDSTORMS Robot Commander app will allow your phone to give limited commands to a Mindstirm robot -- but they are limited in scope and even frequency of use. (Some commands have daily limits on the number of commands.) However, they are fun for providing immediate action without having to program the brick. Another phone/tablet app is the LEGO MINDSTORMS Fix the Factory app. It is designed to get you to practice problem solving with basic programming-type thinking. You have to plan how to move a robot to a given spot and have the robot respond to obstacles and tasks. It is really good for teaching the sequential nature of programming.
