Where do you put this to light it?

I filled several glass cups with dirt and placed the sticks in the middle to light. The ash fell into the dirt cups and not onto my porch where I sit. If the sticks weren't fully burned when ready to go inside, I simply turned the sticks upside down in the the dirt and that put them out. They will relight after bushing any dirt off. I hope that answers your question.

I'm trying to keep stray cats out of my yard, do you think these will help? They supposedly hate peppermint and citrus odors

Good luck! I recently purchased some spray at the home store that is suppose to deter dogs, cats, etc. I haven’t used it yet…so I don’t know if it works. I have yet to find something to get rid of stray cats short of chasing them, throwing things, and yelling loudly “get out”☺️.

can you use them inside by a window?

I would not use them inside a house -- too much smoke would be given off by the stick.
