Q: What are the ingredients?

Horseradish, mustard, tapioca starch, Wasabi, in that order. Hot as a torch, but Wasabi is last on the list, so I assume the least concentration. Hope this helps.

Q: How much is actual wasabi?

Most if not all the Wasabi in outside Japan is green colored horshradish. This is no different. I used to be a sushi chef. Though not "Wasabi" it's really good. I use it all the time.

Q: Will this powder work for popcorn? I use an air popper and want to sprinkle it on to get that sinus clearing wasabi taste, like the peas.

I doubt it. I haven't tried it, but it needs to be rehydrated to get that sinus burning heat. If you dip your finger in it and lick it, it tastes like flour. I personally use it to give more heat to wimpy horseradish.
