It is solvent based. The main purpose is to ensure oils from one's hands, oils from other processes are removed to ensure good paint adhesion

Can this be used on sheet metal before Powder coating?

This chemical is used to get rid of all oil and wax on any surface, I would use it before power coating if it were me, you should e-mail the company and ask their opinion
