Yes it is. The filter is in the back of the blower. Unscrew the back and there it is. Make sure the filter is completely dry before putting it back.

You can adjust the wind speed and the heat. In the case of my Chihuahua, using a lower wind speed is fine, and this pet blow dryer quickly.

It is fairly quiet. It has a dial low to high. No number settings. The hose is long enough to put the unit further away. Start low and gradually increase. Has a cool function and heat function. Both my dogs prefer heat.
