No that is not the idea. They should be movable. But generally, they are more easily movable when the dog has not pee-ed on them. Once the dog has pee-ed, the liquid becoems a sort of gel and that creates some weight on the pad that prevents it from moving around unless we lift and place it elsewhere.

Does the size fit for a 5 month puppy ?

You do not put it on the puppy like a diaper. You simply keep it on the floor and teach your puppy to go to do its business on the paper.

No. It is a one use item. Once it is soiled you must throw away.
