Not really, it is designed for Raspberry Pi only, it won’t fit on an Arduino. Besides, if you want to build an RGB strip for audio, you don’t need a DAC, Arduino has analog inputs for this, you might need a simple pre amplifier with a FET Or an OP Amp.

in principle, you can stack them but you may need to add power directly to some of these HATs.
