Does this treatment get rid of a rough area on the steering wheel?

If you follow the instructions with the product. The sandpaper works well to remove the rough surface. Take your time and let the steering wheel dry between each step. Dab the colour on with the sponge, gives a better finish. I cut the sponge into smaller bits.
