Could you use these to secure a roof bag on a car by putting them over the roof of your car and through the doors to join them together inside the car

The Bungee cords could be joined together as suggested and pulling them tight and then winding the windows up. However, you would have to satisfy yourself that the roof bag was adequately secured and restrained and would remain so in transit.

Anyone know what the elongation rating is for these items? e.g: 100% ER means a 10cm cord will stretch to 20cm.

No idea but there are a number of different length in pack that suit most needs

It will stretch from around 35cm x 35cm to 70cm x 70cm - it is really an aid to holding things down/stopping things sliding around in the boot - I wouldn't recommend it for roof tie downs - it would be far too small for a roof rack but would work as a boot rack net.

Can they be used to secure a gazebo?

They aren’t long enough to use on a gazebo unless you double or triple them up.
