Where can I purchase the RP131?

To my knowledge, the plug can't be purchased separately, but for this 20$ price, you get the camera AND the RP131. Also of note, I've personally installed 14 of these cameras, and I've only ever gotten these plugs working once or twice. If you really work on them, it can be done. But they are not great, and rely on the increasingly outdated, insecure, and unsupported WPS to connect to wifi.

Is this for indoors only or is it also for use outdoors?

Officially, it's only rated for indoor use, however, the camera is only 20 bucks, and the construction (assuming you mount it properly, and ethernet jack down) is very robust. I've had 3 of these cameras outside for 4 months now with no issues, in bright sun and rain. If you are concerned, use some caulk to fill in the mic holes, and put a bead around the top to prevent water from flowing behind the mount.

Does this have a motion sensor?

This camera has a SOFTWARE motion detection system, in that it looks at the camera and detects motion from the video. This is different to a traditional motion sensor, in that things like overly dark, or overly bright scenes could prevent the motion sensor from working.
