No not really it goes very dry not what I expected to roll in your hands try linseed oil putty it's easy to roll and can be moulded into Shap I hope this helps

This is plumber's putty. Whilst it's fine for its intended purpose, I'm no expert, but would consider it inappropriate for vinyl flooring.

Could I use this inside the toilet cistern to seal around the overflow pipe as it’s got a slight leak out under the cistern?

No - I've used it on the waste pipe of my bathroom sink and it's still leaking. Plumbers Mait is better.
