Not a hat.
This product is not actually a hat.It is a one sided piece that you must use the ribbon died around your head to get it to stay on.It does look good and is a good quality, but not a hat. The description does mention a ribbon to put on, but as all party hats come with an elastic band I expected the ribbon to replace this.
